Richard L. Skinner, 83, of Woodbury, on Oct. 27th at Underwood Memorial Hospital. Born in Westville, he has resided in Woodbury for the past 62 years. Richard was a 1943 graduate of Woodbury High School and earned his bachelor's degree from Yale University in 1946. He worked for Philco-Ford and CertainTeed as an engineer and manager until retiring in 1989.
Richard was elected to Woodbury City Council in 1965 and served the City for 29 years, including 10 years as Council President, and 12 years as Mayor.

Richard was a member of the Presbyterian Church at Woodbury where he taught Sunday School and served as an elder; he was a life member of the Southern NJ Chamber of Commerce, past president of both the Greater Woodbury Chamber of Commerce and the Greater Woodbury Kiwanis Club. A member of the US Navy Reserve, he belonged to the American Legion Post 133. He was the recipient of the President's Lifetime Volunteer Service Award from the Volunteer Center of Gloucester County.

Richard is survived by his wife of 62 years Hazel (nee Weldie); two daughters Sandra Skinner of Woodbury & Linda Skinner (Jeffrey Crossland) of Lewisburg, PA; sister Janice Curren of Ridley Park, PA; 3 grandchildren Patrick Michael, Grace Elizabeth & Daniel Richard Crossland; he was predeceased by his siblings Alice Long, Marion Knoelke & Charles W. Skinner Jr.

Visitation Friday 6 to 8pm at the DAVIS & WAGNER FUNERAL & CREMATION SERVICES 171 Delaware St. Woodbury, NJ. Services 11am Saturday at the Presbyterian Church at Woodbury, Broad & Centre St. Woodbury.
